OK, I actually got up the guts to start playing with the construction set (I made an island south of Azura's Shrine! Woooooooo!) and decided, OK, maybe this ain't so bad. So I decided to put a few nice peaceful creatures on it (thats a whole 'nother question right there ... so I WILL be back ...) and the first few times, dragging them over, clicking them in the render window and pressing F, they immediately fell level with the ground, but now all of a sudden, they're either just staying in midair or moving very very slowly when I try to make them level with the ground .... HELP!

It does that sometimes but with walking creatures it doesn't matter as they'll fall to the ground in the game.

Well I've been doing this entirely from the overhead views, and the ones that won't fall to the ground are atronachs and ascended sleepers ... Makes no sense.

Creatures with particle effects...or that have equipment with particle effects (equiped) will not "fall to the ground" in TESCS. You have to manually manuver them down. You can move things around free form on the X, Y axis but to move things on the Z axis (up and down) you have to hold Z down while dragging the object in the desired direction. Furthermore, if you want to move an object on an exact axis you can hold down the appropriate letter key while dragging to move it along ONLY that axis. Hold Y and drag will move the object along the Y axis. Hold X and drag will move the object on the X axis.
